Why Fluency Cannot Close the Matter

Words point into the world. They do not carry the world inside their definitions.

A consequential term is a natural index: it points to referents, relations, uses, expectations, operations, evidence, costs, enforcement, and consequences.

Terms such as harm, safety, property, authority, responsibility, risk, recovery, fairness, or protection cannot be closed by dictionary definition alone. Their meaning depends on the actual object, scale, parties, conditions, measurements, and proposed use.

This makes natural language extraordinarily productive. It also lets a sentence sound complete while leaving its object, operation, causal burden, scope, authority, or liability unresolved.

Natural language supplies compressed possibility. Institutional judgment must recover the relations that compression concealed.

What Foundation Models Changed

Foundation models made candidate meaning abundant. They did not make every candidate supportable.

The generative breakthrough is real: models can cheaply supply interpretations, classifications, analogies, causal stories, plans, repairs, summaries, and possible actions across natural language.

This capacity resembles associative reconstruction: partial cues recover frames and candidate relations. The analogy is functional, not a claim that model architecture is biologically equivalent to human memory.

As semantic supply becomes abundant, the bottleneck moves. Institutions no longer struggle only to produce a possible answer. They struggle to determine which candidate deserves reliance, which must be repaired, and which must remain open.

Construction + Falsification + Retention

A claim becomes useful by surviving the tests its own consequences require.

Justification alone can collect reasons for a favored conclusion. Falsification alone cannot test a claim that has never been made operational.

Runcible couples a positive path and a negative path. The positive path constructs the strongest testable account of identity, relation, operation, mechanism, scale, evidence, and expected consequence. The negative path attempts to break that account through ambiguity, contradiction, counterexample, external non-correspondence, impossible operation, wrong scale, causal failure, or missing evidence.

A truthful statement can still fail if it does not satisfy the information or action actually demanded.

The economic test asks whether the supplied testimony or operation satisfies the demand under the conditions and consequences that matter.

A policy can accurately disclose that it covers some interruptions while failing the customer’s demand for protection against a named catastrophic interruption. A medical summary can be factually accurate yet insufficient for a patient-specific treatment decision. A product claim can report an observed association while supplying causal certainty the buyer did not receive.

The demanded level of reliability rises with consequence and liability. Runcible records whether the supply satisfies that demand for the declared use. It does not convert a demand for infallibility into metaphysical omniscience; it tests whether the conditions necessary for warranted reliance have been supplied, and preserves non-satisfaction when they have not.

Economic decidability prevents technically true language from transferring the cost of incompleteness to the party expected to rely upon it.

Why Wrong Hypotheses Are Not Waste

A failed hypothesis becomes valuable when the system can locate the failure and route the repair.

A flat label such as wrong, unsafe, or low confidence discards the information created by failure.

A candidate may fail because the term is ambiguous, the referent is absent, the evidence is missing, the scale changed, the operation is impossible, the causal relation is unsupported, the exchange is irreciprocal, the authority is absent, or liability cannot be bounded.

Each failure has a different consequence and repair. Typed diagnosis turns error from something to suppress into the search cost of discovering a stronger, narrower, or honestly undecidable account.

Ambiguity

Clarify the object or term.

Do not collect more evidence for a proposition whose meaning is unstable.
